■中國は一部品目の輸出を制限
韓國のレアメタル輸入量はここ5年で45％増加し、金額では239％増加した。レアメタルの輸入依存度は95％に達(dá)する。
レアメタルは、2次電池や攜帯電話、発光ダイオード（LED）、ハイブリッドカー、風(fēng)力発電など最近注目されている産業(yè)の必需的な物質(zhì)として、各國が確保競爭を展開している。
日本はレアメタル確保のため、アフリカや南米に借款を提供し、探査・開発に取り組んでいる。米國と歐州連合（EU）は6月、中國が世界生産量の97％を占めるあるレアメタルの輸出を制限したため世界貿(mào)易機(jī)関（WTO）に提訴した。
韓國がレアメタルを本格的に備蓄し始めたのは2、3年前からだ。1980年代から備蓄を始めている日本にかなり遅れを取っている。日本のクロム、モリブデンなど7種のレアメタル備蓄量は昨年末現(xiàn)在で35日分。一方同公社が備蓄している6種のレアメタル備蓄量は5.7日分にすぎない。
しかも購入予算も減っている。同公社の來年のレアメタル購入のために政府から支出される資金は65億ウォン（約4億9000萬円）と今年に比べ20億ウォン（約1億5000萬円）少ない。
サムスン経済研究所のキム・ファソン主席研究員は「レアメタルを武器化する動きが各國でうかがえる。備蓄を急がなければ韓國の新成長産業(yè)育成に支障を來す恐れがある」と懸念を示した。
生産技術(shù)研究院のペ・ジョンチャン生産基盤技術(shù)研究本部長は「備蓄とリサイクル、レアメタルを素材に製作する技術(shù)開発が同時に進(jìn)まなければならない」と指摘した。
