The raw material silo is connected to the feed port of the calciner through a feeder. The discharge port of the calciner is connected to the inlet of the blue tungsten oxide silo. The blue tungsten oxide silo outlet is connected to the vibrating screen. The calciner is provided with a plurality of temperature zone control zones. And the calciner is a rotary kiln; the feeder is a screw feeder. The calciner is equipped with 3-6 temperature zone control zones.
